I'm unaware of any application that can improve the quality of a wifi connection. If this is your personal wifi, you may be able to change some settings on your router. For a public wifi, about all you can do is try different locations to minimize interference.

Having the router in the center of your house or apartment/condo is the best place to get the most reception, make sure it's not surrounded by metal objects or walls. That's what I did. Mine is ducttaped to a wall and I get brilliant strong reception.

You also might want to check the website of the manufacturer of your router. There might be a firmware upgrade available.

I know if the router is not fairly new you may have problems. I recently installed a new Linksys router in my gf's house. Simple setup and has worked perfectly for the last few months since I put it in. She has better coverage with her 4s but I can stay connected for up to about 60 feet away outside when I take the garbage out. 45-60 bucks.
