    It hasn't been rumored that pre-existing devices will get 10.3.1. It was announced. Also, to answer OP's question. Yes, it does make sense. 10.3 is for new hardware, but can be run on old hardware. This leads to not the greatest experience.

    They're using 10.3 in the marketing of the passport... as soon as that clears, then they'll give it to everyone else.....its more marketing than anything.

    There are lots of BlackBerry 10 device which does not have similar specs: z10, q5, z30, z3
    If they just released the 10.3 for q10 device more user will be pissed off.

    So, we all have to wait for 10.3.1.
    Moreover, 10.3 is one of the selling point for P9983

    Thank you for that comment, I was wondering when someone would say this. This is no different that 10.2 and the Z30. The Z30 was released with 10.2 first and then some time after that, they released 10.2.1 to all devices. All companies do this, how else are they going to entice people to buy their new product.

    Well BlackBerry doesn't have as much resources. I'm pretty sure if they could they would release it.

    I don't think Apple releases it the same day as the release of their new product although they do release it faster. If I'm not mistaken within 2 days of the release of the iPhone 6 my friend who has an iPhone was able to download the new OS. You still would not release it simultaneously. Part of the excitement is to be able to have a new phone and new OS that no one else has.

    They won't make money off of the new devices if the old ones can carry the same OS before the launch of the classic or passport. Many people would "try out" the new OS on a Q10. If they don't like it, they wouldn't buy the classic at all.

    Its just a marketing strategy, to add another reason to buy a new phone, and yes it works, i know people who bought Q10 after the Z10 and the Z30 after the Q10, only for the early upgrade,, ,,,, if only they knew how to side load the OS

    As long as BBRY doesn't release anything, you shouldn't wait for it. It has been in the news months ago already BB doesn't plan releasing 10.3 for existing devices, they'll get 10.3.1 straight once it's ready with the Classic.
    As the previous poster already stated, you can always sideload on your own risk.

    Before an OS is officially released, it needs to be tested and completely stable before it hits the carriers and finally the customers. Maybe BB sees the timeframe between 10.3 and 10.3.1 is simply too small to go through all this trouble for all existing devices.

    Hopefully not double-typed with my Q10
