Nexus devices arent sold by carriers normally. They are purchased completely unlocked as well so they get updates same as the unlocked Privs do.
Apple has some special deals in place. They still get carrier testing but most times i think its automatically stamped good to go or whatever so there is no wait time. Then apple is allowed to hit the magic button and its available to all
Becuase they don't have contracts in place with carriers to allow it.
Becuase they don't have the support staff to directly support devcies like Apple and Google does when an update goes bad.
As a Verizon user.... I very much wish that BlackBerry did do OTA updates, or at least updated parts of the OS (other than the radio) via BBW. But BlackBerry is stuck in the old way things have been done for years... they haven't committed the resources to make the change.
I remember reading (don't trust my memory, though.. It's pretty bad) that Apple demanded update autonomy as part of its conditions to let carriers sell the iphone. It was a smart move.

As other folks have stated, Apple has a much better contractual agreement with the carriers to supply OTA updates, they also have the personnel in place to make sure all the internal stuff the carriers require are included in the OTA updates. At the moment Blackberry has very limited resources and I don't see Blackberry direct OTA updates coming anytime soon I am afraid.
Also Apple has a "carrier" component updates that are independent to the OS. I believe it's mostly radio settings... something that BB10 tried to mimic.
However I believe Chen once stated in an interview that they though carriers would approve updates quicker by having an independent radio update, which didn't really work.
I had not heard about that on Iphones, but I know MS for Win10 mobile segregated the radio software from the rest of the OS so even with their poor market share they were able to convince carriers to allow their carrier branded phones to enroll into the Windows Mobile Insider program for updates.
I don't know the exact details but I often get updates for "carrier settings" on my iPhone. They come independently than OS updates. It's almost like carrier updates has to be approved by Apple
Actually that only applies to the US. Internationally carriers have been selling the nexus line and have not been intervening with the ota process.
Well yeah, they're smarter than the American carriers. None of this specific update/technology BS.
If BlackBerry or Samsung said that to the US Carriers, they would just be told to pound sand.

That may soon change....as the FCC is looking into the US Carrier's and their delays... who knows in a few YEARS.

Too I think you have to remember that in many markets.. customers know they are on their own when it comes to their phone working with a carrier's network. In the US customers have a problem - phone or network, then expect the carrier to fix it.
I can't imainge what would have happened if 10.3.2.2876 had been allowed to hit US BB10 customers....
