Probably too much effort to do it officially, and not a good enough ROI. Plus they don't have any TD-LTE phones out either.

Unfortunately, it's not a very China-friendly phone. It's missing their LTE band, and can be used on only one of the three state owned carriers--the smallest one, if I recall correctly.
Because, China doesn't really believe in privacy. Sort of similar to the US where the head of the FBI just said that encryption and end-to-end solutions should be throttled along with any services designed to protect your privacy. He basically admitted that they have been reading your email for years and that court orders were a waste of time. Welcome to the police state.

Three years back, chinese telcoms approached Blackberry and then when the management change happened, they dropped the ball. Heins was too busy with whatever.
I'm in Shanghai. You can get BlackBerries here. Not the passport as of yet, but Z30, Z10, Z3, Q10 can easily be found. But there's not much demand unfortunately. Most people are with Samsung and IPhones. And the countless cheap local brands running Android of course.
