Why am I unable to use a mobile hotspot since a software upgrade?

,Message says "Mobile Hotspot Unavailable - Regulations in this country prohibit Mobile Hotspot usage" !!!! I am in Australia.

Was it a carrier software update? Quite possibly they disabled mobile hotspot provisioning on your account.
