    I believe it's a abbreviation of TeleType, a device used by the hearing-impaired for telephone calls. It transcribes what's being said so someone with hearing problems can communicate with someone with normal hearing.

    Teletypewriter. Its a device that allows deaf or hearing-impaired individuals to communicate via the telephone by typing text messages. Cell phones with a TTY mode are compatible with this technology and perform the same service after they're connected to a TTY device.

    Unless you're hearing impaired there's no reason to have the feature on.
