What phone is the most secure and uses the least amount of data?

I think most would say BlackBerry, so if this is true, use these as selling points. Explain to consumers that if your phone uses less data it is less expensive to use. Security should be a great selling point too nowadays. Make the comparison with the specs of the phone to the efficiency of the OS. The lower specs on a more efficient OS means it runs faster on lower specs. Explain how higher mega pixels don't always mean better photos. BlackBerry needs to bring these facts out to the consumer.

Legacy blackberry

Seems avg doesn't care all that much about security, bb10 doesn't save any data unlike the legacy devices. So now what?

I had the 9810 which was 4G and now I have the Z10 which is 4G LTE and it seems to use less data. Why someone would not care about security with all of the identify theft and other issues, is foolish.

The German government agrees with you! They just ordered a couple of thousand pimped out z10 devices. They are supposed to be the most secure with high end encryption techniques.
