Another option.......
I use Paint to resize (based on %) to about the right size. Then I use freeware called IRFanView to crop it to exact. A great little program.

Check the extention also. It has to be a JPEG or PNG. If you upload anything else, it takes you back to the upload page.

Use it all the time to resize images for various things, and it works great.
