Have you enabled Advanced configuration options when setting up a VPN profile? Are you using Cisco ASA?

It works for me using IKEv2 (vpnreactor.com).

Might want to post this in the BlackBerry Administrators forums, they might have better answers for you.

OP Did you ever resolve your issue? I am having problems connecting to our Cisco VPN 3000. I can get the Z10 to connect, but then no access lists are downloaded. If I switch to Easy VPN, it will download the proper access list, but it just disconnects

It works for me with whatever AT&T preloaded out of the box.

Cisco ASA working well via Super VPN - PPTP and Open VPN Anonymous Web Surfing Services / SuperbVPN.com:PPTP and SSL Open VPN Services / VPN Services - Anonymous, Reliable And Safe Surfing By Limy VPN providers.
I believe that all of them using the same infrastructure but limyvpn.com is cheapest choice.
As for me I'm using PureVPN service with IKEv2 protocol support for Blackberry 10 and happy with it.

Apparently yes, with the just-leaked 10.2.1 OS:

    Oh thanks!

I assume the "no ui" intimates an app needs to be created, iin order to use it?

I'm hoping this is resolved - can't use my Z10 or Q10 on the home network :-/

I haven't played around with it personally but I believe the tunnel interfaces are present but there is no settings app to configure them via the GUI.

The person who knows more about that is ofutur, check out his post on it here:
