In order for my Verizon Blackberry Storm to run 3rd party GPS apps (Google Maps, Blackberry Maps, BlackStar, Geocache Navigator, CacheBerry, etc) I MUST have a cell phone tower signal connection. When I am out in the wilderness where I am not getting a cell tower signal connection the GPS programs stop functioning....
That's an interesting observation. The Tour has the autonomous GPS unlocked, at least for Google Maps. I can turn off the radio and the location stays within 5-m.

i use GPS with Google maps all the time on my storm and can see where my coworkers and family members are as well as get directions to them using the lattitude feature of Google Maps.
Doesn't it use the radio to get the maps off the google maps server?
My guess is that as long as his position is within the map data that was received before the radio was turned off it would work. Eventually if he moved far enough the map couldn't update.
