I recently arrived in England and unlocked my Verizon Storm 2 and put in an O2 pre paid data SIM. Every BB function works fine and I have clear signals but no app that uses GPS can find my location (BB Maps, Google Maps, FourSquare, Ubertwitter, etc) I have done all of the mentioned suggestions for battery pull, refreshing locations searches etc. My Location settings are GPS Data Source: Device GPS, Location Services: Location ON, Location Data: Enabled, Location Aiding: Enabled.
I have been trying and retrying in different locations for 4 days now, so I know my phone has had time to adjust.
