if a battery pull will not correct that issue then it is, more than likely, a hardware issue. also, you can check the sensitivity level for the trackball. that normally affects up and down equally though.
1. Attempt to clear the obstruction by rolling the trackball in the direction that you cannot move it.
2. Disassemble the trackball assembly to check for dirt
3. If all else fails, get a warranty exchange.
If there is dust or debris in the assembly and your not comfortable dissambling it you can wet your finger and roll the ball around to clean it as well. Like Sunkast said if all else fails Warranty Exchange is your best bet (although I never liked get a "refurb" phone).
VZW would like to avoid giving you a whole new device for that, if you go to a large store, they'll look for a new trackball in their returns and give you that one..

Getting a refurb is why I never send my phone in for minor issues that I can fix myself. I rather have a phone that I have used rather then get one that someone else used/misused.
Plus if all else fails the trackball is just $10 shipped from most places online anyways. Ya you wont have the trackball for a few days but you can still make and send calls.
