i have found an option on my 9300 t-mobile netork uk for something called cell broadcast what does the network transmit and it it free or is it not worth bovvering with just woundered what it was found it in my menu when i upgraded to os6 last night ??????
What you actually found is called Cell Broadcasting. Cell Broadcasting is designed to send messages to many users in a broad area, where as SMS (texting) is designed to just send one message to one, or a few (less than five) users at a time.
Most carriers don't support it, and most of the time it's not even active. So you don't need to bother with it. Just leave it turned off.
