Has anyone tried this app?
I am getting a speed of 0.3 Mb/s download speed. I think my laptop gets upwards if 9 Mb/s.
Why the difference? Any ideas?

Not quite clear on your question. If you're questioning the accuracy of the app, compare it against speedtest.net. I doubt any of the speed tests are 100% accurate -- there are too many variables. However, speedtest.net certainly seems consistent. Running it from the browser on both your devices should give a good comparison.

Then, you can see what difference there is difference between your laptop and mobile.

There are many variables. For example, unless both are running on the same WiFi network, you will have different signals. Even if they're on the same WiFi network, the modem on the laptop will be different than the radio in your device.
