    I'm not an expert but doesn't the phone check to make sure everything is signed (not tampered with)...and doesn't BES allow for policy restrictions on software?

    Yes it is. Secusmart is all about encryption of the voice and data stream.
    It offers end to end encryption for voice calls f.e.

    Clearly this is an RFI which in some cases is to ensure the contract bidding process is fair and open, even though the vendor is already chosen. There is nothing wrong with this as many vendors have unique skills or products which can only be provided by one vendor, in this case Blackberry. Alternatively, DOD can issue a sole-source contract which would then raise flags at the GAO and further complicate the contracting process.

    This is completely SOP, but it sure is nice the see BB10 as a hard requirement in the request.

    The NSA modified the hardware in President Obama's BlackBerry to make it even more secure before allowing him to use it. So, it's not unprecedented that special forces would also take additional security measures to increase their confidence that their communications are secure.
