So why not change the name to not include Snap Chat and change the logo from the ghost? Seems like there's a reason one is up and the other is not ...

It should be obvious, the Dev simply doesn't want to deal with any legal issues he/she may encounter from reverse-engenering their API; and unlike the other Dev, he/she is already in their crosshairs.

This is exactly correct. Also note this has been discussed extensively in other threads. Once you receive a cease and desist order, probably wouldn't be particularly bright to try to usurp the legality by simply changing the name. Just because that is what they cited initially as the main reasons for the cease and desist, doesn't preclude them from taking more severe additional actions based on other infringements. Not too terribly difficult to figure out.
