If you go to the ATT it will take you to DL v4.6 of the desktop software, whereas if you click on VZW link it will take you directly to VZW's website.

It's always been that way. There's no customization of the desktop software by carrier. Typically, these links are mainly for the officially released version of the BB OS software.
