When the phone rings on my Z10 with 10.2.0 installed, I have the option of accepting or rejecting a call.
If I reject the call, what does it do? Does it just silence the ringer or does it disconnect the call or does it send it to voice mail immediately?
I am curious from the perspective of what the caller hears? Does he or she realize that I rejected the call or does it seem to keep on ringing and sound as if I just did not answer.

Normally the call goes straight to voice mail. If you tap one of the volume buttons instead it will silence the phone and the caller will get the full amount of rings before going to voicemail.

So, if you are worried that the caller will know that you rejected the call or if you just 'missed' it...don't reject it, just tap a volume button

If you tap the screen it silences the ringer. The caller continues to hear the phone ring until it goes to voice mail. When you swipe up it goes straight to voice mail.
