Just wondering why do people shut off there phones completely when there Roaming? Tell me if im wrong but if you Shut off Data Roaming and not answer a text or phone call you wont get charged a cent right?

Well, texts are actually separate from data plans, they are a kind of 'byproduct or side function' of cell service. But if you're roaming and don't answer a call or use a data function, you should not be charged. Roaming charges are incurred when actually using a feature on another network.
Ya I know. It's my friend who is on vacation right now and is paranoid to even turn his phone on.. I thinks if he turns his phone on he will be charged money right away.. I keep telling him it doesn't work that way..
