PINs are randomly generated and distribution goes by supply and demand vs which countries carry which phones
All people on my list (uk Ireland part of Europe) all start with 2

PIN numbers are randomly generated.
I live in NY and my PIN number starts with the number 2.
2 here in Wyoming, USA, we're kinda close in proximity to the UK I guess...;)
My last three BlackBerries (all on Verizon) had PINs starting with the number 3. Had about half a dozen BBs before those but couldn't say what the PINs were.

I think its an incremental hexadecimal value. The larger the number is, the newer the device? I do not think they are random. Though RIM has its own reserved set of PIN numbers for pre-release/prototype devices.
