in my appt I have bad service, but good wifi connection. However, whenever my ATT service fades, it also cuts my wifi out.
is there a way to change this so that I can always have wifi regardless of my provider service

Have you done a battery pull??? Leave your device on, pull the battery for 20 seconds, put it back in and wait for your device to boot up.
