    Go to settings>security and privacy>applications permissions.

    Then tap the Permissions drop-down menu and pick "run in background"

    Check which applications are allowed to run in background and start there. Or if it just started after you installed some apps that's your best bet.

    I'm assuming you have 10.2.1. The settings menu might be different in 10.2.

    This happened frequently on early release, well pre release devices. It is not an application, it is the device itself. For me, it always denoted some kind of process failure (usually related to PKI), but not always. After a few moments it started working properly again, no reboot needed.

    When you see this happening, that means the device encountered some sort of failure and is collecting information to be sent to blackberry. If you go to settings>security and privacy>Diagnostic and Remote log collection. You can turn off log collection. I wouldn't recommend it though as it will help BlackBerry with their OS improvements.
    It used to happen to me every time I used close the Cineplex app.

    If for any reason you want to submit a bug report to blackberry, press the + and - button together as if you are taking a screen shot (which it will) and keep on holding until the device vibrate and start flashing the red/green/blue lights. This will prompt the Bug collector application and you would submit your issue.
