An IT policy does not matter in terms of locked or unlocked.
Are you trying to use the phone on a carrier other than the one the phone is
branded to? If so, all you need is an unlock code (free from the carrier or paid from
various vendors)
It depends what kind of locked you are talking about... you may need do a password reset which can be done by the carrier, locked because of a bad ESN, or stated below you want to use it on a different carrier than which it is originally meant for..... For any of these you wouldn't need to download a blank IT policy.
