its where the harder you flick when scrolling, the more the screen will keep scrolling after your finger stops. i notice with my 9700, it does seem like it there is inertial scrolling when looking through pics. the faster i flick, the longer it keeps scrolling after i pick my finer off the trackpad. i dont know exactly what you are looking for though when you are asking how it works.
