    I don't recall the original thread, but there was one about ICE switching to iPhones. That may yet happen. But, according to ZDNet, they'll be testing BB10 devices when they're available.     Dunno the thread, but the story you're referring to is linked on the page. So, ICE wants to look at the new handsets, in light of new information, and see how they perform. This is a good thing, as a shift doesn't come on a whim, or lightly.

    Not *exactly* right. They still want iPhones to go with their iPads.
    This is in addition...all agencies will need to handle the switch over, they're the first to go with plans. But there *was* an iPhone award.

    Probably still need a FIPS approved device for any location or use of device not on US soil. Rules are more strictly enforced overseas than domestic (even though they should be followed the same regardless). Hopefully RIM will win over ICE with Fusion, and when they see Balance in action and the capabilities of BB10 compared to the iPhone they'll decide that BB10 is a better fit for a single, secured device with hopefully fewer compromises. Also hopefully this means that RIM's Government sales group is getting off their a$$es and showing off BB10 and trying to secure business that they have or are in danger of losing.
