Is there any way to make it a theme or a wallpaper?

For a wallpaper I would think you could take a screen shot, crop
out int information bar (for lack of better description) resize the
results and the set it as your homescreen image.

not sure this will work for me....anyone have a real way to have an ACTIVE clock be the home screen?

This will be very problematic to achieve as themes and wallpapers,
by nature are mostly static.

You may want to find whoever created the "aquarium" theme and
see if they can design a custom one for you.
