No, it can only be viewed with a BlackBerry device, RIM doesn't give access to view emails online for its BlackBerry email.

If its gonna be a while when you get a new BlackBerry, I would suggest you log into your BIS account and do an auto forward to some other email address that you can login online...

You need to have blackberry data plan in order to access BIS. In brief BIS is a web to config your blackberry device

You might not be able to set it up without your phone. If you're unsuccessful, maybe phone AT&T for advice.
