Start looking at some developer resources on BlackBerry's website.
If you've never programmed before, this is a massive undertaking. There are just so many things to consider with an app like this.
Your biggest concern is going to be hosting and maintaining a server to store all these images and meta data. You're looking at major costs if it is a popular app.

Not a bad idea. Google Maps/Earth kind of does this, but a specific app would be nice with instructions on how to get to those vantage points. I can even imagine this being a good backup tool for GeoCachers.

You do realize that someone could easily steal your Idea right? I mean if they know programming and see what tools and features your idea has stated then you're in trouble. It's best you make thumbnail sketches Now and date them or you'll regret it if someone patents this product before You.
