I've tried this before but it doesn't work.
For example, I just sent an SMS to my work phone and it instantly showed a D although my work phone is shut off.

Maybe this is the case because text (sms) messages are sent & received by the carriers network. In which case they are considered delivered when they reach the receiving network rather than the actual device.
Not sure about other carriers, but on T-Mobile USA their TOS state that text messages count against your allotment when received on their network. Even when not received on the device.
