ok im not sure if this has been done before, but isn't it true that no 2 IMEI alike can get registered or work on the same carrier?
Totally not true. I know of a specific IMEI that is registered on 3 different AT&T accounts, and I know that my friends my touch on tmobile is registered on two different phone numbers.

Remember, IMEI is for GSM carriers, and gsm carriers the imei does nothing other than identify the phone. Service is not being sent to that phone.

Do you have any idea how many AT&T accounts have the imei, 010010010010010? Which oddly enough is a real imei for a very old motorola phone.

Now on the CDMA network on the other hand, they use esn and meid's so no they can not have the same serial number, just to clarify, because the esn almost acts as the sim card on a CDMA phone. And no, no two gsm phones can have the same sim number.
