How to move Icons from Folders to Background & vice versa

I am a noobey also.

I have downloaded some apps I would like to show up on my screen at all times and not in the download folder.

Can I, and if so, how do I, move them from the download folder to the screen?

The move command only seems to move them inside the folder.
