Have you downloaded twitter to your bb? If you haven't that is the first step. Once the app is on BB, you can do everything that you normally do on puter.
First you need to choose a twitter client... TwitterBerry is what I'm using... check back through some of the last couple of pages of Blog entries... they did a little summary of different Twitter applications you can use on your BB.

If you have Twitterberry... I'm not sure if you can find people on it... I used my pc browser to setup some people to follow... and they were automatically on my Twitterberry when I opened it.
I use Opera Mini to go on twitter - Just when I was to "follow" someone.
But if you already have the persons link/username
You can directly to go it from your browser. But make sure you're on the "mobile" version.
(it's all the way at the bottom of the page)
And then you'll see a FOLLOW link.

Do you mean that you want to be able to follow people on Twitter without going to a PC after the initial sign-up to follow? I set my settings from my PC. After that, you can just get your tweats from your BB as text messages. I am able to follow people on twitter by signing up my cell phone at their site. All you have to do is go to your home page. Click on your account information. You will see a Tab that says "Device." Enter your cell phone number and turn Device On. If there is any person that you do not want to follow, go on their page and turn "Device Off."
