Built in GPS chip and/or Wifi IP address.
Is the a serious question?
App World detects what country you are in by which carrier network you are connected to and/or by the IP address.
Not by GPS, BTW.
I thought you need a Blackberry Data Plan to use App World.
You do need a data plan app worl is BIS reliant
