    WiFi is off---however it will not allow me to download unless I'm connected to a WiFi network.

    Under the Mobile Network settings check the drop down menu and change to LTE (if you have) or change to other options listed there and try again with Wi-Fi off.

    Do you have a data plan? Do you see that the network is available? Do you have the correct apn configured? Have you surpassed your limit?

    I tried LTE & 4G/3G - LTE & 4G/3G/2G - 4G/3G - The same message pops up.

    Yes I have a data plan-Rogers---network is available----have not surpassed my data limit.
    How would I know if I have the correct APN?

    Sorry, not sure what else to suggest other than to check with your provider. I know that in my area I have to enable LTE to get my data but you have already tried that. You said "The same message pops up". What does that message say exactly?

    Oh-are you tring to download thru some app? If so perhaps in that app you have disabled data and have wi-fi only enabled.
