You can force the issue buy using Sachesi. It will download the OS for you and then you can use the same tool to install it.

Hi Omar, you device says you have the newest because it is the latest official os offered by your carrier. if you want the to upgrade to 10.2.0 [ there is 10.2.1 ], there are two ways. Unofficial and destructive and non destructive via sachesi. Note : 10.2.1 is not available as non destructive as yet.

via autoloader and destructive , means that your device should be wiped totally before you upgrade. the restore function on BBlink will probably not work very well or at all and may corrupt your installed OS. So it is best if you do not do a restore. if you want to save your sms, you can get an app on appworld and back up your sms. chat history via bbm will be lost.

non destructive, you need to download sachesi app, and then load an official os , and the latest is 10.2.0.1803. You will still loose your BBm chats.
