    I have a BB 8820 with AT&T.

    They charge $60 / month for Wifi access, and I guess what that would give me is access at any hotspot, which would by-pass the cell network when available.

    However, what if I just want to setup a wi-fi at home? If I get a wi-fi router and install it on my home network, would I be able to access my network with wi-fi without having to sign up for the AT&T wi-fi?

    There is nothing to sign up for I have the 8820 and use the WiFi at home everynight. They are going to charge you $60.00 for the data plan w/tethering which if you don't need to use the phone as a modem then don't purchase that plan. The unlimited plan through AT&T is $50.00 month. There is no subscription that I am aware of for WiFi usage as it is autonomous.
