Generally speaking, GPS tracking by private citizens (as opposed to law enforcement) of a vehicle or a telephone owned by someone other than the person doing the tracking, and done without the consent of the person being tracked, could arguably gives rise to a civil lawsuit for invasion of privacy, and might even be considered a commission or the crime of trespass.
I know of no State or Federal law at this writing that specifically addresses the private use of GPS tracking, but it's best to err on the side of caution. Just food for thought.
