Over the last weeks about 1000 Z10s with upgraded security features by secusmart were ordered by German ministries. The number is expected to rise once the new government is decided.

    Nice going.

I think if BBRY will do focus enterprise in a slow but sure way... they might have a chance. But first they must reboot.

The reboot was supposed to have occurred during the BlackBerry 10 Launch Event in January 2013. How many reboots does BlackBerry need? The company is starting to sound like a typical Microsoft Windows installation prior to Microsoft Windows XP - frequent reboots necessary for "smooth" operation.

I have been working to bring BES10 in. It has taken my seven months to go live. My peers who are at other fortune 100 companies are just now starting to roll out as well. The key has always been the infrastructure build. It simply takes time and you have to cut through the corporate red tape. The enterprise is coming. BlackBerry just thought people would jump to move to BES 10. This was a mistake. I see a new focus from my support team at BlackBerry. I won't mention anything specific but I see the game plan.

Today, golem.de posted a new article about this topic, focussing on what made the ministries prefer the BlackBerry/Secusmart solution to that made by Telekom based on a Samsung Galaxy 3. It's interesting as it shows what advantages are possible with an enhanced BB10 device compared to other options at the moment.
Kanzler-Handy: Simko 3 gefllt den Ministerien offenbar nicht - Golem.de

Telekom wrote a new and compact OS for its SimKo 3 device. Using a gesture one can switch between the open and secure OS parts. Disadvantages (for both parts): no WLAN, no Bluetooth, no camera function, very limited memory, short battery life. And even though it offers a secure phone option sufficient for most businesses that phone option wasn't seen as secure enough for governemental use. The phone part will be upgraded mid 2014.
    One SiMKo 3 Galaxy 3 costs 1.700€, one Secusmart Z10 2.500€.
