I could get behind a dock like that, but not sure where to put it. Remember gestures will bring you between screens/panes. Perhaps a gesture to bring it up?

that would be in the shape of the "F" , you have to do an "F" in the middle of the screen, that stands for "Floating Apps". With your finger... you would... emm draw an F

Not really sure I understand the purpose. The way the tiled apps work now technically they could have them be interactive. No reason why we shouldn't be able to hit play on a music player while the app is minimized, although it would require they update the function of the active frames.
