    It's already February 19 here and we still don't have an update for the 10.3.1 OS. I know that there's a time difference between countries so I'll guess I have to wait for it until tomorrow when it's 19 in Toronto and the U.S.

    Sometime this month we can expect the official roll-out to begin, based on current official info. (Although there are many unsubstantiated rumours floating about.) Some carriers will be quicker than others.
