In additional domino server console i show error like this :
27/05/2008 02:24:55 PM {tesmail1/RHS} ScanForChangedRecords failed because mail file could not be opened
27/05/2008 02:25:01 PM {Endah/RHS} DBStore::GetDB failed because unable to open CN=FISFO/O=RHS!!mail\endah.nsf due to back off until 27/05/2008 02:26:53 PM

So that e-mail cannot be sent to device, what must be done ?
