That sucks. I don't use that feature a lot but, it is very nice to have when I want to temporarily distribute a large file. Of course, that is probably why they are dropping it.
You can still share any files you wish. They're just removing the ability to label a folder as public.
If I had to speculate as to why they decided on the change, I'd guess it's probably because too many users are using public folders as repositories for images, html files, etc.. as a simple impromptu file-server for websites, and it's generating a huge load on their servers.

Yeah, it's not a big deal. You just right click any file you want to share and choose DropBox --> Get Link.
