Interesting thought. At first thought, it might help solidify their market position in this growing, large, important market

As far BlackBerry is concerned Indonesia is as good and important as US...And it should be...What you call 3rd world , is in fact the most vibrant economies of the world.

the article stated that people had to take loans out to buy their devices. Im not sure that is place where top of the line retail stores are best. There is demand for the product though. Just wish that BB could give them a cheaper version of BB10 that they dont have to go in debt to own

Yes some people might had to...But it's a huge market 300 M people...even if 10 % of the market is High - mid income group you are talking about 30m people...that's the size of entire market of Canada..Plus it gives them a huge scale at low end....Top of the line retail stores add to the brand value..especially if 30-40 % of your consumer market is focused in that one country.

The article is also 8 months old (Dec '12).

Here's the last line of the article:

The bottom line: Even in Indonesia, where they’re still popular, BlackBerrys are losing ground, going from 43 percent of the market last year to 37 percent.

Yes. We already have (at least) five BlackBerry Lifestyle Center in Indonesia.
BlackBerry opened thier first concept store in Dubai last month...That means Indonesia does not have a concept store...what you may have might be a different level of store.
