I am acurious if the PIN for a phone changes when they refurbish a BB device. Does anyone know if this is the case?

The pin is unique to each device. If you are issued with a completely new phone its going to have a new pin. If an existing phone that once was broken is made is work again it will retain the same pin. At least that is how I understand it.

Each BB has it's own PIN. Status (refurb/new) makes no difference.
If you have software that you've paid for and your PIN was needed during purchase, you'll have to contact the vendor with a simple email giving them the old/new pin number so that your software will work on the new phone.
