They can absolutely.. Depending how much stuff is going on in the theme. Also device free memory... can help make this a problem

They can, but sometimes no more than an application that takes up lots of memory. Don't get me wrong there are buggy themes out there but sometimes the issue lies with theme size and how much free memory there is. It could be either
