For Blackberry 8300, the Desktop Manager 4.5.0 download page has links to download Device Manager 4.5.0.13. I have no idea what that is. Is that a device operating system? Aren't you supposed to get it from carrier web site?

I was wondering the same thing as well!
It is not an OS. It does what it's name inplies, it resides on a pc and links with the device to manage the different options such as install apps, backups and sync the address book & calendar.
The DM is not carrier specific and you download it from Blackberry.com

A new version of Desktop Manager. It will do everything the old one did and more. The Roxio media manager has been updated and the look has been refreshed.
That wasn't so tough. I used 14 more characters explaining it then Joel did dissing the OP. ;)

hmm...that's funny cause I have a personal thread goin on 3 days now where i posted link of new DM and it's been in complete discussion in that thread and today Crackberry blogged it....hmm....

im still tryna dl DM4.5, keep gettin an error half way thru the download, ima try again using firefox. anyone else have that issue. and yes im downloading the bundle

No. The package replaces the earlier v4.3 BlackBerry Desktop Manager with Roxio Media Manager.
You still need to download a device specific OS from BlackBerry.
I have been waiting for this to happen.
This is a huge file, nearly 200 Mb. That puts it in the same size range as compressed movies.
Many ISP's are engaged in bandwidth shaping. If you are using more then the average amount of data, your service can be cut back. They usually do it on the upload side.
If BlackBerry loses your heartbeat, download over.
Try it again in off peak hours.

Yes.
They are two seperate pieces of software, when you are done, your control panel should look like this:

Stoner, I agree, and again I say I was probably just pissy that day maybe...thinkin I probably woulda been discouraged if I came into a forum and received that response as well so I appologize, i just dont have much patience for people who don't research the topic and creat more and more threads about the same thing. I find it lazy
Purpleberry, many people have been having issues if they did not uninstall the provious DM before installing the new one, this may help
