I've been doing a little searching and have not been able to find any clear answers as to what the difference is between application memory and device memory, so I was wondering if someone could please provide some insight. Am I correct in stating that device memory on the Tour 9630 device is 256MB and after the OS is loaded onto the device, whatever is left over is considered Application memory?

While installation of applications and execution of applications bring down the Application memory, where do e-mails, texts and MMS messages go? According to Desktop Manager my MMS is taking up approximately 5MB somewhere on my device. I've removed them on the device through Desktop Manager, however the Application memory reading did not change. Does it require a reboot or something to fully clear that?

256 mb is the total device memory, there is what is taken up by OS, and leftover is for apps plus a reserve to let things run without totally clogging things up, as I understand it.

Same place. The memory won't free up just because you cleared the MMS database. Sometimes it take a while or you can force it with a reboot.
