What the heck is this? I never had this issue before? I tried re-installing desktop manager but it still comes up when I launch the Application Loader module

Your BlackBerry Application Loader software needs to be updated before you can continue. However, you do not have sufficient administrative privileges. Please run BlackBerry Desktop manager with administrative privileges.

are you logged in as a guest user and not an admin on your computer?

Flchick is right on...if you need administrative privileges to install applications on the PC. If you are logged in as a limited or restricted user, the install will fail.
