I'm from the UK, you need a passport to set up a bank account. Dabs direct consistently asked for additional information when I made orders where the delivery address didn't match the card address. Closest I can think of is to try making an order from John Lewis and having the products sent to France or Spain... It's simply different here in the US.

That why we ask for 2...and why everyone else does too.
Here many many stores by default ask for your drivers license when using a credit card the reason is that credit card fraud often goes unpunished . If I acquire a card I can go to a different state or even the same state have a great time before the card gets blocked and no-one is really going to catch up with me, they're just going to block the card (it's huge country of course and in 3 hours I can be 4-5 jurisdictions away). There isn't going to be a specialist group of police checking street cameras and store cameras then using fancy software to track my movements on the grid; the systems aren't setup that way and certainly not as connected as the media try to make out.
