    If Ontario is willing to partner with cisco to create 1700 jobs, why not throw BlackBerry into that mix.

    Other provinces have done it in the past. One in particular that I remember where Blackberry wasn't able to hold up their end of the deal, and had to break off the partnership. Maybe Ontario is wary of the same thing happening.
